We estimate his birth somewhere around 1840 and his death around 1910. He was Mirza Bagher Mostowfi's eldest son. He was the Minister (Vizier) of Kermanshahan and worked with his friend, the Prime Minister Ghaem Magham Farahani (1779-1835). Ghaem Magham suggested him to become a Minister and Abolghassem Vazir replies him to share his doubts with him. Ghaem Magham replies Mirza Abolghassem Vazir in a long letter:
"My dear brother, I'm happy that you take advantage of our friendship to share your thoughts with me. I can't lie to you, if you become Vizier, you will face a lot of risks, you will have a lot of responsibility and if you fail, you will not only lose your ministerial post but also what you had before. {...} But I know you enough to know that you're courageous, not blinded by gold, not afraid of responsibility and not greedy, contrary to our Hajis (religious figures). {...}I don't know why you would doubt to become Vizier, as we are the same type of people (az khodemooni ! ), you've got the nobility of the Mirza and are far away from the evil spirit of the Mollahs. {...} I want to give you a few advise about this job that I think you might know. It won't be hard for you because in this job, you can do everything with money: you know like me that the people of Tehran are so greedy and corrupted. The Mollahs will also always agree with you as long as you give them gold. {...} I appreciate your care and I know that if you wrote me this letter, it was to be sure that you will not be accused as the only responsible if something goes wrong, don't worry, I trust you and your work and if I told you to work with me, it is because you've got the capacity to do it. "
